Calgary Convention Centre — Shelter-in-Place Exercise
A convention-centre shelter-in-place incident is a worst-case for an urban response system: thousands of attendees inside, restricted access, family-reunification chaos, and concurrent media pressure. The City needed a way to rehearse it.
Computer Simulation ran a shelter-in-place rehearsal at the Convention Centre footprint — lockdown coordination, EMS staging, police perimeter, family reunification, and incident-command transitions, all on the actual venue map.
Documented gaps in internal and external communications, exercised standard operating procedures end-to-end, and stress-tested coordination with other agencies and organisations — emergency services, hospitals, venue operations, the municipality, and media. Iterations of the exercise drove measurable improvements in each.
