Step 1 — Exploratory Data Analysis

Map the system as it really is. Sensor data, GIS layers, incident logs, supply-chain telemetry, plans on the books — surfaced as a single shared picture.

Step 2 — Pilot

A bounded, instrumented exercise: ARTEMIS scenario, sensor flight campaign, training cohort pilot, or hybrid. Designed to expose the assumptions in your current plan.

Step 3 — Implementation, sized by ROI

Procurement, integration, training cadence, equipment deployment, and KPI reporting — scaled to what the pilot proved.
